Branches of TUC-affiliated unions which meet in Manchester or have members living or working in Manchester can affiliate to Manchester TUC and send delegates who form the council itself. In 2024-5, affiliation costs 29p per member per year. Affiliated union branches can send delegates as follows:
| 100 members or under | 1 delegate |
| 101-250 members | 2 delegates |
| 251-300 members | 3 delegates |
| One delegate for every additional 250 members | Maximum of 8 delegates |
Community organisations, shop stewards’ committees, student unions etc. can affiliate for £10 per year. These affiliates may send representatives to Council meetings, who shall be entitled to speak but not vote or stand as officers or members of the Executive Committee. Affiliated community organisations may submit motions for consideration of the Council.
